In Utah there is a specific exhaustion requirement to appeal land-use decisions. No person may challenge a municipality’s land use decision until all administrative remedies have been exhausted.

There are specific ripeness requirements applicable to land-use decisions. A property owner is required to obtain a final definitive position from the entity charged with implementing zoning regulations before a court may consider an appeal.
